Applicant must be a U.S. citizen, permanent residents, or selected refugee approved by the Attorney General of the United States; be a legal resident of New York State and be enrolled in, or be a candidate for admission to, a degress bearing, licensure-qualifying program in the NY State.

Selection is based on the following priorities: Those who are economically disadvantaged and who are members of a minority group that is historically underrepresented in the licensed profession. Those who are members of a minority group historically underrepresented in the licensed profession. For purposes of this program, underrepresented minority includes Black, Hispanic, Native American, or Alaskan Native.
